This Act makes registration of every marriage in Mizoram compulsory. The Government appoints Registrars of Marriages, to whom the parties submit a memorandum of marriage, and the couple receive a marriage certificate. A memorandum filed more than 30 days after the marriage is dealt with under a separate procedure. The registers are open for public inspection, and not registering a marriage does not make it invalid.
