43. No post shall be created without prior sanction of the State Government- Notwithstanding anything contained in this Act, the University shall not, except with the prior approval of the State Government- (1) create any teaching or non-teaching post involving financial liability; (2) sanction any special pay or allowance or other remuneration of any kind including ex- gratia payment or any other-benefit having financial implication to any person holding a teaching or non-teaching post; (3) revise the pay, allowances. post-retirement benefits and other benefits having financial implications offered to its officers, teachers and other employees CHAPTER-7 Miscellaneous
