Qualification for election as Councillor.

The 1[State] Government may, pending the appointment of the Commissioner under section 36, appoint for such period as it thinks fit any person to act as the Commissioner. The Commissioner so appointed shall receive such monthly salary and allowances as the 1[State] Government may determine and shall exercise all the powers and perform all the functions and duties under this Act as are to be exercised and performed by the Commissioner appointed under section 36.
