Whoever willfully or negligently lets loose any horse or other animal so as to cause, or negligently allows any horse or other animal to cause injury, danger, alarm or annoyance to any person or damage to property, shall be punishable with fine which may extend to five thousand rupees. [319. Letting loose horse or other animals.— Whoever willfully or negligently lets loose any horse or other animal so as to cause, or negligently allows any horse or other animal to cause injury, danger, alarm or annoyance to any person or damage to property, shall be liable to a penalty which may extend to fifty thousand rupees.”
