Sanction of Budget

(1) The Government may sanction the Budget submitted to it with such modifications as it deems proper. (2) The Board shall not be competent to transfer funds sanctioned for one scheme to another scheme (a) where funds in respect of such schemes are allotted by the Commission, without the prior approval of the Commission; and (b) in any other case, without the prior approval of the Government.
