Right of fishery

The Administrator may, be proclamation in a in a manner it seems fit, declare deems fit, declare any collection of water running or stagnant to be a fishery and no right, in any fishery, so declared, shall be deemed to have acquired by the public or any person. Such a fishery may be leased in accordance with the rules prescribed.
