Meeting of the State Council

(1) The State Council shall meet at least twice a year at such time and place as may be appointed by the State Council. One of such meeting shall be the annual meeting of the State Council. (2) Ten Members of the State Council shall form a quorum and all acts of the State Council shall be decided by a majority of Members present and voting. (3) The meeting of the State Council shall be convened, held and conducted in such manner as may be prescribed.
