The Mahatma Gandhi Gramodaya Vishwavidyalaya Adhiniyam 1991

(1) This Act may be called the Mahatma Gandhi Chitrakoot Gramodaya Vishwavidyalaya Adhiniyam, 1991. (2) It extends to the whole of Madhya Pradesh.

In this Act, unless the context otherwise requires,- (a) "Vidya Parishad" means the Academic Council of the University; (b) "Affiliated College/Institution" means the institution which has been granted privileges of the University in accordance with the provisions of this Act or Statutes; (c) "Autonomous College/Institution" means the educational institution which has been declared by the Board as an Autonomous College/Institution in accordance with the provisions of this Act; (d) "Board" means the Board of Studies of the University; (e) "Board of Studies" means the Management Board of the University; (f) "College/Institution" means the institution maintained by the provisions of this Act or under them or which has been granted privileges of the University; (g) "Employee" means any person appointed by the University and includes the University teachers and other staff; (h) "Statutes", "Ordinances" and "Regulations" mean respectively the Statutes, Ordinances and Regulations of the University for the time being in force; (i) "Scheduled Castes" means the Scheduled Castes specified in relation to the State of Madhya Pradesh under Article 341 of the Constitution of India; (j) "Scheduled Tribes" means the Scheduled Tribes specified in relation to this State under Article 342 of the Constitution of India; (k) "Student of the University" means the person who has been enrolled in the University for completing a course for a degree, diploma or other specific academic recognition properly instituted in the University; (l) "Teacher of the University" means Professor, Reader, Assistant Professor, Lecturer and such other persons who, with the approval of the Vidya Parishad, are appointed in the University or in any college or institution, which is maintained or recognized by the University, for providing teaching or doing research work; (m) "University" means the University which is deemed to have been established under this Act for the purpose of providing education related to rural development from primary level to post-doctoral level.

(1) A University by the name of "Mahatma Gandhi Chitrakoot Gramodaya Vishwavidyalaya" shall be established, which shall consist of a Chancellor, a Vice-Chancellor, a Pro-Vice-Chancellor, a Management Board, a Vidya Parishad and such other authorities and officers as provided in this Act or the Statutes. (2) The University shall be a body corporate with perpetual succession and a common seal and shall sue and be sued by the said name. (3) Subject to the provisions of this Act, the University shall be competent to acquire and hold both movable and immovable property, to lease, sell or otherwise transfer any such movable or immovable property which may have become vested in it or may have been acquired by it for the purposes of the University and to contract and to do all such other things as may be necessary for the purposes of this Act. (4) In all suits and other legal proceedings by or against the University, the pleadings shall be signed and verified by the Registrar and all processes in such suits and proceedings shall be issued to and served on the Registrar of the University. (5) The headquarters of the University shall be at Chitrakoot, District Satna, Madhya Pradesh.

The territorial jurisdiction and responsibility of this University regarding the expansion of teaching, research and rural development education programs shall extend to the whole State of Madhya Pradesh.

The University shall not discriminate against any citizen of India in the exercise of any powers conferred on it by or under this Act or in the performance of any duties imposed on it by or under this Act, on the basis of religion, race, caste, sex, place of birth, political or other opinion or on the basis of any one of these.

The objects of the University shall be as follows, namely:- (1) To make arrangements for providing education from pre-primary level to post-doctoral level in various branches of study related to rural development, with special emphasis on the integrated development of the individual; (2) To integrate all aspects of education and training with productive and creative activities at all stages of education, across the disciplines of science, technology, humanities and social sciences in a horizontal manner and in a vertical manner for all stages from primary to higher education; (3) To prepare diverse courses with rural orientation at various levels, especially at the tertiary level around emerging rural occupations, and to give due recognition and encouragement to field-work based courses; (4) To assist in advancing research, especially community-based and clinical research; (5) To undertake extension work with a view to reaching the knowledge of new technologies to the villages and making scientific and technological institutions aware of the needs of the villages; (6) To exchange ideas and experiences regarding new techniques and to act as a medium between various agencies, organizations or individuals interested in rural development work; (7) To establish, maintain, integrate and reorganize institutions/colleges in rural areas and provide them with a combined form infused with rural orientation, that is to say, to connect rural development programs from primary and higher levels up to diploma and degree levels; (8) To develop selected colleges/institutions as autonomous colleges/institutions in order to strengthen them with education programs related to the needs of rural development; (9) To create, develop and strengthen training facilities for teachers engaged in the work of village-oriented education; (10) To provide consultancy services for preparing micro-level plans, monitoring them and for their evaluation; (11) To perform such other functions as the University may specify from time to time, keeping in view the objects of the University.

(1) Subject to the provisions of this Act and the Statutes, the University shall be open to all persons: Provided that the University shall not grant admission in any course to such persons who do not possess the prescribed academic standards for admission or shall not keep in the university rolls such persons whose academic record is lower than the minimum standard required for granting a degree: Provided further that the University shall not grant admission in any course to more students than can be accommodated in the faculties or departments available in the University or in any specific college as determined by the Vidya Parishad. (2) Subject to the above provisions, the State Government may direct that the University shall reserve places for the Scheduled Castes/Scheduled Tribes or for candidates from other states of India: Provided that no such person shall be entitled to admission to the University unless he fulfills the standards prescribed by the University for such candidates.

(1) If any difficulty arises in giving effect to the provisions of this Act, the State Government may, by order published in the Gazette, make such provisions as it appears to it to be necessary for removing the difficulty:

Provided that no such order shall be made after the expiration of two years from the commencement of this Act.

(2) Every order made under this section shall be laid, as soon as may be after it is made, before the Legislative Assembly.

The Chitrakoot Gramodaya Vishwavidyalaya Ordinance, 1991 (No. 1 of 1991) is hereby repealed.
