This Act protects water sources in times of scarcity in Madhya Pradesh. The Collector can declare a water-scarcity area, and then regulate the use of water sources there and ban digging tube wells without permission. Such orders override other arrangements, can be appealed and reviewed, and breaking them is an offence.
