Power to make rules by State Government.

1. (1) The State Government may, by notification, make rules to carry out the purposes of this Act.
2. (2) In particular and without prejudice to the generality of the foregoing power, such rules may provide for all or any of the following matters namely: -
   • (a) The qualification, conditions of appointment and service, the scale of pay, the tanner of office and the powers and duties of the registrar;
   • (b) Any other matter which has to be or may be prescribed.
3. (3) All rules made under this Act shall be laid on the table of legislative assembly.
