Procedure in enquiries. For the purpose of any enquiry under section-12, 15 or 16 the council or any committee authorized by rules made under section-29 shall be deemed to be a court with in the meaning of the Indian evidence Act, 1872 (no.1 of 1872), and shall exercise all the powers of a commissioner appointed under the public servant (enquiries) Act, 1850 (No.37 of 1850), and such enquiries shall be conducted, as for as may be, in accordance with the provisions of section-5 and section-8 to 20 of the public servant (enquiries) Act, 1850 ( No 37 of 1850) .
