Appeal against decision of council.

1. (1) Any person aggrieved by the decision of the council under section-12, 15 or 16 may prefer an appeal to the State Government.
2. (2) An appeal under section-1 shall be preferred within three months from the date of receipt by the party concern of a copy of such decision and it shall be accompanied by such fee as may be as prescribed by regulation.
