As suggested by the One-Man Committee it is considered desirable to extend it to the whole State.

The Bombay Prevention of Excommunication Act 1949 (Bombay Act XLII of 1949). This Act falling under entries 3 and 23 of List III which is in force in Belgaum area of the State prohibits the practice prevailing in certain communities of excommunication of its members for some reason or other. News papers report about powerful people of a village boycotting people of lower status in that village and preventing them from using village well or preventing them from purchasing their daily needs from the shops in the village etc. when disputes arise between those groups.
