Powers of the Government to enforce the provisions of Part III.--The Government may, at any time after the expiry of one year from the date on which this Act comes into force, by notification published in the Government Gazette, apply the provisions of this part or any portion thereof to the whole or any part of the State from such date as is notified therein :
