No trade allowance permissible except as prescribed by rules or bye-laws

No trade allowance, other than allowance prescribed by rules or bye-laws made under this Act, shall be paid or received in a notified market area by any person in any transaction in respect of the agricultural produce concerned and no civil court, shall in any suit or proceeding arising out of any such transaction, recognise any trade allowance not so prescribed :
