This Act establishes a state-level authority in Haryana to conserve, protect, and manage ponds measuring half an acre or larger, excluding private, forest, or notified wetland areas. It applies to public bodies, local municipal authorities, Gram Panchayats, and all citizens within the state. The law prohibits unauthorized construction, encroachments, dumping of debris, and untreated waste discharge in and around protected pond catchment areas. By regulating pond development and promoting the use of treated sewage effluent for agricultural irrigation, the legislation aims to restore local water ecosystems, prevent pollution, and reduce the critical over-exploitation of groundwater across Haryana.
