Where the term of a panchayat constituted under the Gujarat panchayats Act,

1961 expires within one year from the commencemen of the Constitution (Seventy-third Amendment) Act, 1992 or a Panchayat contituted under me said Act is dissolved, then until a panchayat is duly constituted under this Act for the first time and its first meeting is held, its powers, functions and duties shall be performed by such person as the State Government may by order in writing, appoint.
