(1) A panchayat may with the previous sanction of the district panchayat, incur

expenditure on education or medical relief outside its jurisdiction if its finances permit.

1. (2) A panchayat may also make provision for carrying out in the areas within the limits of its jurisdiction any other work or measure which is likely to promote,—
   • (a) the health, safety, comfort or convenience,
   • (b) social, economic or cultural well being, and
   • (c) education including secondary education of the inhabitants of the areas.
