Right to appeal
Goa University Act, 1984Every employee or student of the University or of a collage or institution shall, notwithstanding anything contained in this Act, have a right to appeal, within such time as may be prescribed by the Statutes, to the Executive Council against the decision of any officers or authority of the University or of the Principal of any college or institution, as the case may be, and thereupon the Executive Council may confirm, modify or reverse the decision appealed against. (1) A person shall be disqualified for being chosen as, and for being, a member of any of the authorities of the University- (a) If he is of unsound mind or is a deaf, mute or suffers from contagious leprosy; (b) If he is an undischarged insolvent; (c) If he has been convicted by a court of law of an offence involving moral turpitude and sentenced in respect thereof to imprisonment for not less than six months. (2) If any question arises as to whether a person is or had been subjected to any of the disqualifications mentioned in clause (1), the question shall be referred for the decision of the "Chancellor" and his decision shall be final and no suit or other proceeding shall lie in any civil court against such decision.
