University to be Open to all

The University shall be open to all persons and shall not discriminate on the grounds of class, caste, creed, race, language, domicile or gender, and it shall not be lawful for the University to adopt or impose on any person any test whatsoever of his religious belief or profession in order to entitle him to be admitted therein as an officer, a teacher, staff member, student, or to hold any office therein or to graduate.
