Powers and functions of the University
The Delhi Netaji Subhas University of Technology Act, 2017The University shall have the following powers and perform the following functions, namely:-\n(i) to provides for research in such branches of learning as the University may, from time to time, determine and to make provisions for research and for the advancement and dissemination of knowledge;\n(ii) to hold examination and to grant, subject to such conditions as the University may determine, degrees and diplomas to, and confer degrees and other academic distinctions or titles on the basis of examinations, evaluation or any other method of testing, on persons and withdraw any such conferred for good and sufficient reasons;\n(iii) to confer honorary degrees or other distinctions;\n(iv) to organize and to undertake extra mural studies and extension services;\n(v) to create teaching, academic, administrative, technical, ministerial and other posts under the University and to make appointments thereto in accordance with the Statutes of the University;\n(vi) to frame the recruitment rules in respect of the posts mentioned in (v) above as per the guidelines of University Grants Commission and All India Council for Technical Education and Government as prescribed;\n(vii) to cooperate or collaborate or associate with any other university, authority or institution of higher learning in such manner and for such purpose as the University may determine;\n(viii) to establish centers for education and research at all levels (undergraduate, postgraduate and research) with accredited and reputed foreign Universities in engineering technology, sciences, humanities, social sciences and management and in any other subjects as deemed fit;\n(ix) to prescribe for supernumerary seats, over and above the approved intake, across different disciplines and programs for the foreign students, the persons of Indian origin (PIO), the Non-Resident Indians (NRI) and sponsored students at fee to be decided by the University from time to time;\n(x) to enable the co-operation, promote collaboration and exchange with institutions in India and abroad for imparting instructions or supervise research, or both;\n(xi) to establish, maintain institutions, centers, campuses and such other centers of education, research, training and extension as it thiniks appropriate by the University;\n(xii) on the recommendation of the Senate to set up curriculum development cell for different subjects to create repository of lecture material in print and electronic forms;\n(xiii) to make provision for research and consultancy services and, for that purpose, to enter into such arrangements with other institutions or bodies as the University may deem fit;\n(xiv) to determine mode and, standards for admission to the University which may include examinations, evaluation or any other method of selection;\n(xv) to institute and award fellowships, scholarships, medals and prizes;\n(xvi) to fix, prescribe, demand and receive payment of fees and other charges from students and any other category of persons;\n(xvii) to establish, maintain and manage halls, hostels, residences etc. for the residence of staff, students and scholars;\n(xviii) to prescribe, regulate and enforce the discipline and conduct of students of the University and to make arrangements for promoting their health, welfare and cultural and corporate life;\n(xix) to regulate the work and conduct of employees of the University and take such disciplinary measures in this regard as may deem necessary;\n(xx) to make arrangements for promoting the health and general welfare of employees of the University;\n(xxi) to create any reserve Fund, insurance Fund or any other special Fund whether for deprecation or for repairing, improving, extending or maintaining any of the properties or rights of the University and/or for recoupment of wasting assets and for any other purposes for which the University deems it expedient or proper to create or maintain such Funds;\n(xxii) to draw, make, accept, endorse and discount cheques, notes or other negotiable instruments;\n(xxiii) to receive benefactions, donations and gifts from persons and organizations and to name, after such chairs, institutions, buildings and the like as the University may determine, whose gift or donation to the University is worth such amount as the University may decide;\n(xxiv) to acquire by gift, purchase, exchange, lease, hire or otherwise howsoever any movable or immovable property which may be necessary or convenient for the purpose of the University and to build, construct, improve, alter, demolish, repair and maintain such buildings, works and constructions as may be necessary for carrying out the objects of the University;\n(xxv) to borrow money, with the approval of the Government, for the purpose of the University;\n(xxvi) to assess the needs in terms of subjects, fields of specialisation, levels of education and training of technical and other manpower, both on short and long term basis, and to initiate necessity programmes to meet those needs;\n(xxvii) to initiate measures to enlist the cooperation of the industry and other expert agencies to provide complementary facilities;\n(xxviii) to provide for instruction through "distance learning" and "open approach" and for mobility of students from the formal to open stream to the formal stream and vice versa;\n(xxix) to prescribe code of ethics, code of conduct and disciplinary rules for its employees and Code of Discipline for the students. However, the disciplinary rules for the employees should be on the line of conduct rules and disciplinary rules applicable to employees of Government;\n(xxx) to do all such other acts and things as may be, necessary or incidental to the exercise of all or any of the powers of the university or necessary for or conducive to the attainment of all or any of the objects of the University.
