Provided that no arrears of any such tax shall be recoverable from any occupier who is not the owner, if such arrears are for a period during which the occupier was not in Occupation.

Chapter VIII RECOVERY OF MUNICIPAL CLAIMS

Receipts to be given for all payments.- For every sum paid on account of any tax under this Act, a receipt shall be tendered by the person receiving these payments, stating the sum and the tax on account of which it has been paid.
