Punishment for change in layout with malafide intention

Whoever, being an officer, whether of the State Government or of the authority whose function it is to prepare layout or divide land into plots, dishonestly, wrongfully, fraudulently or for corrupt motive changes the layout in such a manner as to confer a distinct benefit to holders of certain plots and corresponding distinct disadvantage to some other holders of some other plots in the same layout, shall be punished with imprisonment of either description for a term which may extend to three years or with fine or with both.
