This Act sets up the Bihar State Higher Education Council to plan and coordinate higher education in the State. It sets out the Council's composition, disqualifications and removal of members, the service conditions of its Vice-Chairman and Member Secretary, and a Technical Support Group. It also covers the Council's meetings, budget, fund and annual report.

- 18. A copy of the annual report shall also be forwarded to the University Grants Commission.
