These Rules set up the Bihar State Art and Culture Service and govern recruitment to it. They cover the sources of recruitment, reservation, qualifications and selection for direct recruitment, medical examination, seniority, probation and confirmation, promotion through a departmental promotion committee, and training of officers.

- 10. For the appointment into the basic grade of this service a candidate shall have to undertake the written preliminary examination and main examination and interview fixed by the commission.

- 16. The departmental promotion committee
- 17. For the promotion to the highest pay scale, the Departmental Promotion Committee shall be chaired by the Chairman of the Bihar Public Service Commission or a member nominated by him.

- 19. The service condition, salary, allowance, leaves, pension and other conditions of this service shall be fixed as per the Bihar Service Code and Bihar Pension Rules.
