Vacancy, etc. not to invalidate proceedings. No act of the University or any authority or other body thereof shall be invalid merely by reasons of :-

1. (a) any vacancy in, or defect in the constitution of ; or
2. (b) any defect in the election, nomination or appointment of a person acting as a member thereof ; or
3. (c) any irregularity in its procedure not affecting the merits of the case.
