Provided that the Government may, in the circumstances of epidemic, pandemic or disaster, dispense with the condition of previous publication under this section.

Power to remove difficulties

1. (1) if any doubt or difficulty arises in giving effect to the provisions of this Act, the Government may, by notification or order, in the Official Gazette, make such provisions, not inconsistent with the provisions of this Act, as may be necessary or expedient for removing such doubt or difficulty: Provided that, no such order shall be made under this section after the expiry of a period of three
2. (3) years from the commencement of this Act.
3. (2) Every order made under this section shall be laid, as soon as may be after it is made, before each House of the State Legislature.
