Registration and licensing of architects, engineers and plumbers, etc.

No architect or engineer who does not possess the qualifications as detailed in the Schedule appended to this Act, shall be considered as duly qualified architect or engineer for the purposes of this Act, and no person other than a duly qualified architect or engineer and no person other than a licensed plumber shall be competent to certify any plan or plumbing work, as the case may be, unless registered and licensed by the Chief Administrator.
