If it appears to the Chief Administrator that it is necessary or expedient to preserve or plant trees generally or of specified kind in Chandigarh, he may, by order, provide for— (a) the cutting down, topping, lopping or wilful destruction of trees, except with the previous permission of the Chief Administrator; and (b) the planting of trees and replanting of any tree or trees or kinds of trees as may be specified in the order on any site or location therein as may be necessary.
