Submission of Budget to Board.

(1) The Chairman shall, at a special meeting to be held in the month of January in each year, lay before the Board an estimate of the income and expenditure in the form of a budget of the Board, for the next financial year commencing on the first day of April. (2) Every such budget shall be prepared in such form, and shall contain such details, as may be prescribed and shall make provision for the due fulfilment of all the liabilities of the Board and for the efficient administration of this Act. It shall also differentiate capital and revenue funds.
