Preparation of Return:- When the counting of votes has been completed and the result has been

declared, the Returning officer, shall forthwith prepare a return containing the following, namely : (i)the names of contesting candidates; (ii)the number of valid votes obtained by each candidate; (iii)the name(s) of the candidate(s) declared to have been elected;
