Returning of ballot-paper of voter :- (1)If a voter after obtaining any ballot paper for the purpose

of recording his vote decides not to use the same, he shall return the ballot-paper to the Presiding Officer and the Ballot paper so returned shall then be marked “cancelled returned” and kept in a separate packet set apart for the purpose and record shall be kept by the Presiding Officer of all such ballot-papers.
