Service of notice

All notices issued under this Act or the rules shall be deemed to have been duly served if delivered in person to the addressee or his agent or any adult member of his family or where the addressee or his agent or the adult member of his family refuses to receive, by affixing a copy of the notice on some conspicuous part of the residence or place of business of the addressee or by advertisement in the newspapers.
