If any person has unauthorised erected, re-erected, added or altered any building on any land, which is required for the purpose of a highway. then nny appreciation in the uttlity of the l3nd from such ercc11011, re-erection, addiuon or alternation shall not be taken into account in determining the amount of compensation under section 22.
