Declaration of roads, ways or paths as highways

(1) The State Government may, by notification in the official Gazette, declare any thoroughfare or land to be a highway and classify it as-(i) an express highway, (ii) a state highway, (iii) a major district road, (iv) other district road, (v) a village road.
