Council to provide places for recreation.--

1. (1) . The Council may provide open place, park, playgrounds, commons, swimming tanks and amenities for the use and employment of the people and may frame bye-laws regulating their use.
2. (2) . The Council may reserve any such place for the exclusive use of women and children.
3. (3) . Two or more local authorities may jointly provide and maintain open spaces, park, playgrounds and swimming pools.
