  1. (1) For the purposes of this Act the State Government may establish one or more Borstal Institutions.
  2. (2) For every Borstal Institution the State Government shall appoint a Superintendent, and such other officers as may be necessary.
  3. (3) For every Borstal Institution a visiting committee shall be appointed in such manner as may be prescribed and shall consist of not less than five members.[***]3
