Matters to be considered when framing improvement schemes.

When framing an improvement scheme in respect of any area, regard shall be had to— . {a) the nature and the conditions of neighbouring areas and | of the City as a whole ; |

1. (b) the direction in which the expansion of the City appears | Likely to take place ; and |
2. (c) thé likelihood of improvement schemes being required for | other parts of the City. |
