Power to do certain acts for execution of the schemes

When the competent authority has sanctioned the highway scheme prepared under section 7 and provided the necessary finances for its execution, the highway authority shall proceed to carry out the work and may, for this purpose, (a) enter into and perform all such contracts on behalf of the competent authority as may be considered necessary; (b) make arrangements for the acquisition of lands required for the scheme; (c) turn, divert or close either temporarily or permanently any existing highway or portion thereof; and (d) regulate, subject to such rules as may be prescribed in this behalf, the kind, number and speed of vehicles using any highway or part thereof, by means of barriers, diversion roads or other means.
