Powers and functions of highway authority

Subject to the provisions of this Act, the highway authority shall have the following powers and functions, namely:— (a) to execute development schemes; (b) to control ribbon development; (c) to prevent and remove encroachment; (d) to exercise such powers and functions as are necessary and incidental to any or all of the above matters; and (e) to exercise such other powers and functions as may be prescribed.
