Savings of validity of acts and proceedings

Savings of validity of acts and proceedings.—No act done or proceedings taken under this Act shall be questioned merely on the ground,—

1. (a) of any vacancy or defect in the constitution of any Authority, or
2. (b) of any defect for irregularity in such act or proceeding not affecting the merits of the case.
