The Comptroller

The Comptroller.—(1) The Comptroller shall be a whole time officer of the University and shall be appointed by the Chancellor in consultation with the Board.

1. (2) The salary and allowances and other conditions of service of the Comptroller shall be such as may be prescribed.
2. (3) The Comptroller shall manage the property and investments of the University, and advice in regard to its financial policy. He shall be responsible for all matters relating to the accounts of the University including the preparation of the annual financial estimates and the annual accounts and the balance sheet.
3. (4) The Comptroller shall,-
   • (a) ensure that no expenditure not authorised in the financial estimates as approved by the Board, is incurred by the University; and
   • (b) disallow any expenditure not warranted by the terms of any Statute or for which provision is required to be made by a Statute but has not been made.
