Failure to surrender certificates of registration and practice.- If any Professional Civil Engineer whose name has been removed from the register fails to surrender his certificates of registration and practice, shall be punished with simple imprisonment for a term which may extend up to three months or with fine which may extend up to rupees twenty five thousand or both.
