Entry for purposes of the Act. It shall be lawful for the Municipal Commissioner, Chief Officer or any officer authorised by the municipal council for such purpose, to enter, for any purpose of this Act, between sunrise and sunset, with such assistance as he may deem necessary, into and upon any building or vacant land: Provided that, except when herein otherwise provided, no building or vacant land which may be occupied at the time shall be entered unless with the consent of the occupier thereof, without twenty-four hours written notice thereof having been given to the said occupier: Provided also that, in the case of buildings used as human dwellings, due regard shall be paid to the social and religious customs of the occupiers and no apartment in the actual occupancy of a woman shall be entered until she has been informed that she is at liberty to withdraw and every reasonable facility has been afforded to her for withdrawing.
