This Act sets up the system of Panchayati Raj in Jammu and Kashmir. It establishes Halqa Panchayats, sets out their term, members' disqualifications, the removal of the Sarpanch and Naib-Sarpanch, and supersession. It gives Halqa Panchayats powers and functions, property, a fund and the power to levy taxes and fees.
