The decision of the Government on any such appeal shall be final.

1. (1) of section 22, shall issue to any person a certificate or enter the name of any person, on a list, register or other document purporting to show that such person is qualified by having passed any examination or undergone any course of training to practise as a nurse, midwife or health visitor unless such person has been registered under this Act.
