This Act amends laws in Jammu and Kashmir to deal with kidnapping for the release of persons. It adds section 114-D to the Evidence Act, creating a presumption of criminal conspiracy against a person whose release is sought through kidnapping, in prosecutions under section 120-B of the Ranbir Penal Code. It also makes related changes to other laws.
