Power to make Statutes
The IIIT (Indraprastha Institute of Information Technology) - Delhi Act, 2007The Board of Governors shall have the power to make, amend or repeal the Statutes of the Institute, including: (1) the constitution of authorities; (2) the appointment, powers and duties of officers; (3) the procedure to be followed at meetings; (4) the classification of teachers; (5) the terms and conditions of service of employees; (6) the provident fund; (7) the principles governing seniority and promotion; (8) the rules of procedure for disciplinary action; (9) the establishment of departments; (10) the fellowship and scholarships; (11) the admission of students; (12) the fees to be charged; (13) the degrees and diplomas; (14) the management of halls of residence; (15) the maintenance of discipline; (16) all other matters which by this Act are to be or may be provided by the Statutes. Subject to the provision of this Act, the Statutes may provide for all or any of the following matters, namely:- (1) the constitution, powers and functions of the authorities and other bodies of the Institute, as may be found necessary to be constituted from time to time; (2) the election and continuance in office of the members of the authorities and bodies of the Institute, the filling up of vacancies of members and all other matters relating thereto which the Institute may deem necessary or desirable to provide; (3) the manner of appointment of the officers of the Institute, terms and conditions of their service, their powers and duties and emoluments; (4) creation of posts in different cadres of all employees, determination of their terms and conditions, salary structure including allowances, etc.; (5) creation of scholarships, assistantships, campus jobs, etc. for students, fixing their value along with roles and responsibilities and terms and conditions; (6) the manner of appointment of the teachers of the Institute, academic staff, and other employees; (7) the manner of appointment of teachers and other academic staff working in any other Institute for a specified period, their terms and conditions of service and emoluments; (8) the constitution of the pension or the provident fund and the establishment of an insurance scheme for the benefit of the employees of the Institute; (9) the principles governing the seniority of employees of the Institute; (10) the procedure for any appeal by an employee or a student of the Institute; (11) conferment of honorary degrees; (12) institution of medals and prizes and other incentives; (13) maintenance of discipline among the employees of the Institute; (14) establishment of chairs, schools of studies, departments, centres, etc.; (15) the delegation of powers vested in the authorities or the officers of the Institute; and (16) all other matters which, by or under this Act and the statutes thereunder, are, or to be, or may be, provided.
