Donation of waste land of village in the district of Santal parganas by the village headman or mulraiyat or ghatwal to be deemed to have been made by the owner thereof

If before the commencement of this Act any waste land of a village in the district of Santal Parganas has been donated by the village headman or mulraiyat or ghatwal for purposes of the Bhoodan Yagna or after the commencement of this Act and before the commencement of the Bihar Bhoodan Yagna (Amendment) Act, 1964, any such land has been donated by them to Shri Acharya Vinoba Bhave or to the Bhoodan Yagna Committee, then notwithstanding anything contained in the record of rights or any law for the time being in force, such donation shall be deemed to have been made by the owner thereof.
