Preamble. Preamble Whereas it is expedient to establish and constitute a teaching, residential and affiliating University within the jurisdiction of the undivided Sivasagar district, Assam with preference for the present Charaideo district, Assam having Open and Distance Learning facilities. It is hereby enacted in the Seventy-sixth year of the Republic of India as follows :-
